Policy Representation

Dounia Guetarni is NGO Liaison Consultant at Global Divide, where she manages representation and relationships for Global South NGOs within international policy spaces. Through close collaboration with partner NGOs, she facilitates their submissions, statements, and broader representation, while safeguarding the integrity of their grassroots narratives in multilateral forums.

Dounia is a jurist trained at the University of Geneva and a Master’s candidate in International and Development Studies at the Geneva Graduate Institute. She has co-authored a research project on women’s economic empowerment in the MENA region, produced in collaboration with the Geneva Centre for Human Rights Advancement and Global Dialogue and the Geneva Graduate Institute. This work generated policy recommendations rooted in the contributions of local civil society organisations and informed by mechanisms such as the Universal Periodic Review and the CEDAW Committee.

Her broader academic and advocacy interests focus on gender, racial, and decolonial justice in global governance, with particular attention to the MENA region. At Global Divide, she translates these commitments into practice by bridging grassroots organisations and multilateral policy spaces, enabling Southern NGOs to overcome systemic barriers and shape international decision-making with their lived realities and expertise.
